也許是黑人特別的聲線嗓音所致，很多傑出的R&B歌手和藝人都是黑人，被譽為「英國R&B教父」的Billy Ocean(比利歐遜)當然也是。
出生於千里達(後來移民英國)、擅長R&B與POP樂風的Billy Ocean，於1970年代在歐洲就頗受歡迎；1984年發行的第五張專輯「Suddenly」中，一首名為「Caribbean Queen」的主打單曲，讓他開始走紅全世界。
Caribbean Queen當時風迷了全球，成績也非常亮眼，不只拿下當年Billboard百大單曲榜的冠軍，連舞曲榜、R&B榜的最佳名次也都是冠軍！Billy Ocean更是以這首歌拿下當年葛萊美獎最佳節奏藍調男歌手。
